As Senior Director of Development, Alicia Osborne is responsible for leading TASC's strategies, partnerships, and staff activities in business development, corporate and foundation support, and local, state, and federal government grant development.

In this role, Alicia combines her skills in development and clinical service delivery to help grow and strengthen TASC not only in Illinois, but nationally and internationally as well.

Prior to being promoted to Senior Director in 2022, Alicia served as director of business development for TASC’s Center for Health and Justice (CHJ). In this role, she provided technical assistance both nationally and internationally for CHJ, with expertise focused on specialized case management, screening and assessment, and the intersection of justice and behavioral health services. She also has been instrumental in supporting the growth of deflection (i.e., pre-arrest diversion) away from the justice system and into community-based services.

Alicia has more than three decades’ experience in behavioral health services, is a board member of the Illinois Association of Problem Solving Courts, and past president of the Mental Health Court Association of Illinois. She often speaks at national conferences and in other public forums on substance use treatment and alternatives to incarceration at state and local levels.

Since joining TASC in 2004, Alicia has served as a program administrator and as the director of Cook County and statewide operations. With a focus on cross-systems collaboration, she has co-led TASC’s juvenile justice services, child welfare and family services, and corrections reentry programs, and guided the development of TASC’s outpatient treatment services, launched in 2017. She has also been a national trainer for the Justice Leaders Systems Change Initiative (JLSCI) and conducted international training on the Case Care Management module. She currently advises on the development of TASC’s deflection initiatives for suburban Cook County, and statewide as part of CHJ.

Previously, Alicia provided management and clinical services for a number of organizations in New York City, including Mount Sinai Hospital, the New York Urban League, the New York Health and Hospitals Corporation, Damon House, and the New York State Office of Alcoholism and Substance Abuse Services (OASAS).

Alicia received her BA in psychology from the College of St. Elizabeth (Morristown, New Jersey) and her MA in Rehabilitation Counseling from New York University. She is a certified rehabilitation counselor (CRC) and a licensed clinical professional counselor (LCPC).
